POLITICAL MANAGEMENT 3.0 & GOVERNMENT RELATIONS 

Senator Genevieve Whitaker, JD, MPM, MCJ, Certified Public Manager ® is the CEO/President/Owner and Lead Consultant for The Whitaker Consultant Group, LLC (WCG). President Whitaker is also a trained lobbyist, researcher, and policy analyst with 21 years of experience, having lobbied and advocated on behalf of notable organizations such as Amnesty International USA, the United Nations Association of the USA, and the National Bar Association.  President Whitaker, with a Juris Doctor degree from Stetson Law, obtained her master’s degree in political management from George Washington University and a master’s degree in strategic criminal justice management from Boston University. President Whitaker is also a Certified Public Manager ® and has obtained Executive Education certificates in the areas of leadership, management, policymaking, nonprofit management, governance, community organizing, and digitizing government from Oxford University Said School of Business and the Harvard Kennedy School of Government (President Whitaker earned the Executive Education Public Leadership certificate from Harvard). As it relates to President Whitaker’s experience in conducting comprehensive studies, an important skill set in the political arena, President Whitaker served as the Researcher for the Virgin Islands Commission on Judicial Disabilities and completed various research tasks, most notably; she conducted a comparative assessment of judicial misconduct laws and laws aimed at the reformation of judicial ethics laws. 

  

 President Whitaker has an extensive portfolio as a governmental relations expert within the Virgin Islands, the wider United States, and globally.  Senator Whitaker in the 34th Legislature of the Virgin Islands (January 2021-January 2023), having served as the Chairwoman of the Committee on Workforce Development, Vice-Chair of the Committee on Housing, Transportation, Telecommunications, as the Liaison to the Department of Interior Office of Insular affairs, as a member of the Rules & Judiciary, Disaster Recovery, and Infrastructure Committees and the Subcommittee on Public Safety & Health and as well as an Ex-Officio Member of the Virgin Islands Public Services Commission. President Whitaker has managed several special and capital projects and addressed well over 500 constituents’ concerns during her 2 years in office. Additionally, President Whitaker’s experience as a Legal Counsel during the 27th Legislature of the Virgin Islands (U.S.) has provided her with experience in political analysis and legislative drafting. Additionally, President Whitaker has worked successfully on both political and nonpolitical campaigns. President Whitaker’s extensive knowledge and experience with research solutions such as LexisNexis and Westlaw, having served as a LexisNexis Associate and utilizing both solutions throughout her legal career as well as training individuals and groups on how to use both systems, will ensure that she can meet her legal client’s needs and expectations. In terms of political management, President Whitaker has administered and managed her campaign as well as has managed and worked on several campaigns both in the Virgin Islands and nationally, on the national level, having served on the Florida organizing committee of President Obama’s second election campaign. Political Management 3.0 as technology is a key component of modern-day campaigning.
